automatic reply not opening

when i try to setup auto reply in my outlook i get an error message

hello
i try something i open outlook in safe mode the OOO was not working
i close outlook reopen it was asking my credential i put it and save them.
reopen outlook its working very strange
not sure what causing the OOO not to work
