Anchor link behavior broken in Outlook on the Web and new Outlook app

I've found that creating anchor links within an email are broken in Outlook on the Web and in the new Outlook app. When you click on an anchor link it opens a new tab in Outlook that displays your Inbox content. You then have to return to your original tab and see that it has scrolled to the anchor location. I've tried using all of the target attributes (blank, self, parent, etc.) and nothing works. 

Has anyone found a fix for this behavior? If not, we'll have to stop using anchor links within email designs.
