I have the same situation. I am using office 365 business premium, on first release. OCM does not show up as an option under subscriptions. I am an admin and there is no option to add this subscription.

Hi Kevin,

 

Generally speaking, the OCM license will be added to your tenant automatically within 24 hours. Then, please check whether OCM license is available when assigning licenses to users.

If the issue persists, please provide screenshots about the page when assigning licenses to users.

This is what shows up for my licenses. OCM does not show up under subscriptions in Admin because it is not a separate service we subscribe to.

Thanks for your patience. Based on our consult result, we need confirm more information:

1. use an admin account to log into Office 365 Portal> double click your account> Product license> click "Edit"> share a screenshot as below shows with me.

2. If possible, run following command and then share a screenshot about output:

Get-MsolAccountSku | Select -ExpandProperty ServiceStatus

 

Before that, you need to use an admin account to connect AAD PowerShell:
