Outlook Customer Manager not shown to non-O365 account

When you are using multiple accounts, OCM button is dynamically shown only when you are on the O365 account

 

For example : I add 2 accounts to outlook: O365 account (--@---.onmicrosoft.com) and an outlook.com account

When I am on email account related to O365 account, OCM button shows up:

but when I am on a non-O365 account (such as ..@outlook.com), OCM no longer appears

This is an expected behavior. Outlook Customer Manager needs both outlook installation on your computer as well as capabilties (only) available from O365 services. Hence, the button no longer appears while you are on an account not associated with O365
