OCM not working

i have licensed an O365 Business Premium account and got installed the OCM Add-In. I tried to use it, but my buttons are ghosted. I also tried to delete the IE History and installed Outlook2016 in Version 1704 Build 8067.2070. 


How can i activate OCM?

Please check whether the Reading pane are turned on in your Outlook client, which is necessary to access the OCM button.

the reading pane is turned on (right). But nothing works. I also restarted my Outlook.
