Sorry for the late reply.
Maybe it is a temporary issue. Please exit the Outlook client then clear the IE browser cache, and then restart the Outlook client to try to access the OCM again.
For your reference:
1. Please go to IE settings > General > Settings under Browsing history > Caches and databases.
2. Delete cache files for the website "outlookapps.com".
Meanwhile, please update the Outlook client to the Latest version to make sure your are using the latest OCM.
