Exchange 2016 on-prem

We have a customer which is using Business Contact Manager 2013 with a third party Mail server software.

We are now migrating it to Exchange 2016 and found that BCM 2013 won't be upgraded and that is replaced by OCM , which as we understand is cloud based .

Is there a way to use OCM with Exchange 2016 On-Premise ?

No, you need an Office 365 subscription that includes Business Premium.

Eric is correct. Currently, only the Office 365 Business Premium subscription users can access the OCM. For your reference: Get started with Outlook Customer Manager.

So I cannot use it in an Hybrid configuration where users are synced to O365 Directory but have their mailboxes on-prem , right ?

Shortly answer is Yes. Currently, the OCM is contained in the Office 365 Business Premium Subscription which is an online scenario.
