Converting E1 Licence to Businesss Premium Issue with OCM

We are converting a number of users from E1 to Buiness Premium accts.  I have both of these assigned to one user currently, but cannot turn off  E1, as it says OCM is installed.  He does not require OCM anyway currently, as we have not adopted it fully in the business. 

How can I remove OCM from Outlook to enable switching?

If the user has the Business Premium subscription assigned, then he has the Outlook Customer Manager license enabled for his account. This license requires an Exchange Online license, so that's why you are not allowed to turn off E1.

When turning off E1, enable the EXO license that's part of Business Premium or disable the OCM license.
