It seems either something has changed or I've encountered an issue 😞
Sharing OneDrive links are no longer allowing users to download content without signing in.
They are able to navigate to the link and view the content without any issues, it's just the ability to download content that is affected.
There was a similar topic back in 2019 that looked like it was an issue and eventually got resolved
