Do you know if there is a bug using the Add a message (optional) dialog box when using the Send Link from OneDrive for Business?
The text I enter in the screen is never included in the email body sent to the recipient, just the standard, Hello…..

Yep, looks like a bug. Please open a bug as Bruno mentioned and I'll chat with the engineering team and see if we can repro on our side. Thanks!
