LEDBAT is a congestion provider - available in Windows Server 2016 and WIndows 10 (although not publicly available in the Windows 10 SKU - has to be enabled programmatically). It enables TCP connections to use all available bandwidth unless other (non LEDBAT) traffic comes along - in which case it will back off. This would be a great addition to OneDrive, and it's already added to Configuration Manager. Delivery Optimization already uses it btw to manage those lovely Telemetry uploads.
