My version history comment is emty. Where do I add Comment information to a document ?

i think it is not possible to this Yet.

AFAIK you can add comments to a document stored in ODFB either when you have enabled approval mechanism in the ODFB Library or when you are using minor versions and you want to promote a minor version to a mayor one. Unfortunately, new ODFB UI does not allow to configure both things so you will need to go back to the old ODFB UI that it's still working (at least in one of my tenants)
