OneDrive Sync Client Resets the value of "DisablePersonalSync" after each reboot

I'm having a problem with the registry setting to enable OneDrive user to synchronize personal OneDrive accounts.

Per these OneDrive Group policies settings, "DisablePersonalSync" is set to 00000000 (to enable Personal OneDrive sync)

[HKCU\SOFTWARE\Microsoft\OneDrive] "DisablePersonalSync"=dword:00000000

However, upon each reboot the value of "DisablePersonalSync" is changed back to 1 from a setting of 0.

How to make it so that DisablePersonalSync stays 0 after each reboot?

I welcome any thought on this.
