OneDrive for business remove access second stage recycle bin for al users and allow only Admin

Hi All,

Currently, users has access to them second stage recycle bin, I would like to change it so that only administrators can remove files from second stage recycle bin can someone tell me if it's possible and if so where can I change it?

You cannot, as each user "owns" their personal ODFB site collection.

I have another question, maybe you can answer it, is it possible to automatically send a delay report mail to administrator when user's OneDrive is almost full?
I know whit in azure Admin Center you have availability to create a report (OneDrive usage) (is it possible to send the OneDrive usage automatically to the mail?
