Missing Shared with Everyone Folder

We are trying to deploy ODfB to a pilot group, I was working with a Test User account yesterday and when I went to the ODfB site, the brand new site did not have a Shared with Everyone folder. Has anyone seen this before? How could that happen? How can it be fixed?

Thank you VERY much, I had TOTALLY forgotten about that change. I have been having all kinds of other issues with the project, and that was about to become an issue that I did not need to spend time on.
