Hello,
there are some options in OneDrive to reduce synchronized files and traffic.
But if a company grows there is more and more internet traffic.
Is there a way to synchronize from client to client - or proxy?

No, you can't
You can set the policies you mentioned via GPO and also prioritize traffic (QoS)
