External Sharing with Stream or Video

I have office 365 for business in our organization. But we work very much with people who are outside our organization. is it possible to share files and folders with others? If so. How?

Hope you understad what I ask about. Please, ask for more clearity.

For now it's not possible in both services to externally share videos

It was possible up until last week by embedding a video.  Seems that has been changed now.
