How to enable Excel Insert raw button which is greyed out in Microsoft 365 Excel?

Have you selected the whole sheet when you formated the data?

Test the following:

Select a cell in your table
Go the the tab "table design"
Select "Resize table"
Set the end of the range to be the last row/column of your data
