Outlook 365 for macOS, Contacts do not show in Addressee field

I thought I would wean off macMail and Use Outlook, it appears to sync better and has additional features. BUT there is a major deal breaker. I have imported all of my contacts (note not an exchange account). They appear in Contacts.

 

When I try typing an email address into addressee, CC, BCC I do not get a list of possible addresses. In fact I get nothing from previous addressees or from contacts. If I send an email to 5 people, I have to type in the full addresses even though they are in my contacts. This is just unworkable, so I've switched back to macMail which does not have this issue. Again in Outlook, I go to contacts and there are several hundred entries, yet I need to type in email addresses in full. Of course if I do a Reply or Reply All, then it picks up the email addresses of the senders. 

 

As I said, it is a dealbreaker so any help appreciated.
