Scenario
1. using ADD connect
2. employee resigned
3. account in AD was deleted
4. employees was rehired after 15 days
5. user was re-provisioned in AD and assigned license in office 365
Will users data be restored or still available after re-provisioning license?

@Juan Carlos González Martín is correct, but for your case the best practice is to disable the account on AD and do not delete to avoid different ID's on sync.

Yes, if it match the id of the user.
Remember, the best practice is to disable the user, not deleted to avoid issues of restore data.
