Why is it after so many years still not possible to move an inplace archive to another user

Why is it after so many years still not possible to move an inplace archive to another user, or do i miss something or knows any one an  good solution or workaround

 

export to pst  and then import again is not an good option because it is to much data to put in an pst

Archives are personal, why would you need to attach it to another user in the first place? Anyway, you can use an EWS-based solution such as the script here: https://github.com/David-Barrett-MS/PowerShell-EWS-Scripts/wiki/Merge-MailboxFolders.ps1
An easier to use but less customizable method would be the Search-Mailbox cmdlet.

For example in the past we place archive emails in an extra mailbox so it was cached available.
and the real old one are later placed in the inplace archive mailbox

now we want to integrate the normal inplace archive with the one of the extra mailbox.
