Which Office 365 package should I select to build a community site for 6K users?

I would like to build a Community Site on SharePoint online for 6k users. Which plan of office 365 package should I select?

P/S: 6K users using Office 365 users (not Azure AD user or on-premise users with hydrid)

OK, so for SharePoint Online for the number of users you are taking about, I would recommend Office 365 E3 licensing as the best fit.  If you have alternative license agreement for Microsoft Office Applications, you could go for Office 365 E1 instead.

Also, as you will be putting your data into the cloud, you need to consider security and compliance too, so I'd also recommend adding on at least an Azure AD Premium P1 subscription to give you features like Conditional Access.  If you can justify EM+S E3 (which includes AAD Premium P1), this is well worth it though.
