What exactly does the UsersPermissionToCreateLOBAppsEnabled  do??

According to - https://docs.microsoft.com/en-us/powershell/module/msonline/set-msolcompanysettings?view=azureadps-1... the property -UsersPermissionToCreateLOBAppsEnabled does the following:

 

"Indicates whether to allow users to create new applications. This setting is applied company-wide. Set to False to disable users' ability to create new applications for their organization"

 

Can someone enlighten me as to exactly what does that mean? Where can they now create new applications in O365? Is this a developer add on thing? A Flow thing? Exactly where are applications O365 users can create and how does setting this to false affect their ability to work in O365?
