Trying to use junk email filter

I  have a using that is getting this message "Can't report junk You can't report a message as junk from a send in your own organization". The email address is clearly not from our organization so I am not sure why she is getting this message.

This is a known issue, @Arindam Thokder can give you the latest update on it.

That is great. I look forward to Arindam Thokder reply. If this is known issue why is there only one person working on it? It does not seem like it is a simple fix because of your "statement the latest update". I am wondering if this is effecting a lot people. Thanks.
