SMTP running inconsistently

Hi all, I wonder if anyone has experienced this.

 

I have 2 software that sends email via an office365 account over SMTP. 

 

1. Materials Control by Oracle - this one sends an email notification to the approver telling them that they have something in the system to approve whenever there is something to order.

 

2. Arcserve back up report - sends an email reporting failure or success in its back up tasks everyday.

 

Recently, both of these keep getting inconsistent sending of emails. Some goes through and some don't. 

 

For me, system is zeroes and ones. If it works, it works. If not, it shouldn't. But inconsistence like this blew my mind. I tried telneting to smtp.office365.com a few times and it connects to different servers all the time. Sample below.

When I'm able to telnet to server 0016, then emails will go through. Is this weird? Could someone shine a light on this?
