SharePoint online Licensing, users from AAD without o365 license

Hello,

I actually have about 10k of users in my Azure AD, and 30% of them are licensed to O365.

However, i have an intranet portal for users in SP-OnPremisses (Sharepoint foundation) and another on SPOnline for licensed users. They content are synced programatically.

Can the unlicensed users who access SP-Onprem, will access the SPOnline, even thougth they do not have a o365 license?

If they can, where can i find some documentation about this?
