sensitivity label

I have created a label called INTERNAL and published it. Users can manually set this sensitivity label when they create a new file.

 

Now I have a new requirement creating a new label called CONFIDENTIAL and publish it. It will auto-labeling files if the file contains sensitive data such as social security number (SSN).

 

My question is if I create a new file with sensitive data now, and label it as INTERNAL, does this file also auto-labeling as CONFIDENTIAL?Does one file can be labeled as both INTERNAL and CONFIDENTIAL?

I have manually labeled a document as INTERNAL when I create it. Also I have another label  named CONFIDENTIAL doing auto-labeling. Can one document named both INTERNAL and CONFIDENTIAL?
