Outlook ios error, cannot retrieve mail

Hi all, several users have the outlook app without issue. One user is getting the attached error. How do I troubleshoot and fix this?

The default apple mail client works fine.

If you go Office365 Admin Centre > Exchange > Mobile, is the users' device marked as "Quarantined"?
