Office365 not require change password when user on-premier password expired

Hello

      I had configured password sync from on-premier to office365 and mailbox hybrid in cloud, but when password expired or must change when logon then user can login outlook.office365.com normal that no see notify password must change or expire 

      please help me configure it

That's the expected behavior, when you configure PHS, the passwords in Office 365 are set to never expire: https://docs.microsoft.com/en-us/azure/active-directory/hybrid/how-to-connect-password-hash-synchron...

    So have way to when user login to outlook.office.com and notify password expired and prevent user login when password expired

That you will need to control from on-premises. For example, schedule a PowerShell script that goes over the accounts with expired passwords and disables them in AD or in O365 directly.
