After updating Outlook to 1908 our users are unable to add attachments or send emails that contain embedded images. You will get the error "The operation failed." when trying to attach any file type and "Cannot send this item" if trying to reply or forward a message with an embedded image.
We have tried blowing out profiles and reinstalling Outlook, but the only thing that seems to fix it is to revert back to version 1907.

Are your users running outlook in cached mode, or online exchange?
We are seeing this too, but only with online exchange connections. If we switch to cached mode messages with images send just fine.
Also, fyi, we are exchange on prem version 2010.

Exchange 2010 in house, no cached mode. Rolled back to updatetoversion=16.0.11901.20218

Good to confirm exchange 2010. Yes, reverting here but that's only a temporary fix as we can't stay un-patched indefinitely...

Same here. Exchange 2010 inhouse and Outlook from Office365 in Version 1908 dont play nice togther in online mode.

With us, too, the exact same fault, the Outlook does not allow attachments. And lots and lots of glitches, I returned to 1907@StuckinNNJ
