Office 365 shortcuts "disappear"

My boss is successfully setting up some Office 365 shortcuts, but when she restarts computer they are all lost.   Is there a fix to this issue?   I can't find anyone with a similar problem.

Where does she add the shortcuts? Is it to the desktop or to the favorites bar in browser?

She says she saves it to the desktop.

Do you know what she create shortcuts to? Is it to webpages or files or office program files?

I do not know which OS you are on but If You are on Windows 7 this could be the cause of/solution to the problem.
