A colleague is convinced that we can put policies on rooms, so that certain users can book a resource for X amount of time, and another group of users can book a resource for y amount of time. Is this possible on Office 365?
No. You can certainly configure who can book a meeting, but not the total amount of time he can book it for. Best you can do on that front is limit the length of a single booking.
