Does anyone know of a way to put only certain groups of people on Legal Hold in Exchange Online O365?
We did have the whole company on legal hold, but now a certain division of the company doesn't want a blanket legal hold, so we need to roll it back to just users in United States.
So can I do legal hold maybe per OU or security group?

If you are referring to the good old Litigation hold in Exchange, this is configured on a per-mailbox basis, so yes, you can certainly configure it for specific users only. Since there are no OUs in O365, you will have to prepare a list of users via the on-premises tools, or you can just use a group membership criteria instead.
