Any suggestion for migrating planner across tenant ?

Currently not possible. You might be able to use the graph to export the data to some minimal state, but your looking at a big undertaking. Nothing currently built in to move / export in Planner.

As Christopher has said, you have to do it by yourself. There are two possibilities you currently have here:
(1) Build your own export / import stuff using Graph API. This is something you can do and you can find examples about how to use the Graph API to work with Planner data in Briam Smith's blog: https://blogs.msdn.microsoft.com/brismith/
(2) You can use some of the features provided by third party tools built on top of Planner. I believe the App from Apps4.Pro folks have some import/export features that could help you.
