Junk email flagging indicates "You can't report junk from a sender in your own organization"

We're using 365 basic with the Outlook Web App.

So when a spam message comes into my Inbox, and trying to flag it as spam and get rid of it, I get this dialog.  These are NOT from our organization.  This just began in the last week or so.

No it's Not Expected!

There is a problem. 

@Stewart3 @Vasil Michev  - There was service incident recently for this, but the issue is mitigated now. If the issue is still occurring, please open a support ticket.  

How does one open a support ticket?
There is no option in the Outlook Help or settings.
You can do it by clicking on the "Help and Support" button which appears on the right-bottom corner of your Microsoft 365 admin center.

I have submitted a support ticket to our 365 supplier, Senetic.
It is in process. I will report back.
This issue has been resolved, possibly by Senetic tech support, but they gave no response specific to this problem, or details.
What is Senetic tech support? Is Senetic an outside vender that you use or is in relation to Microsoft? Thanks.
