Inserting cells using unlocked cells on a protected sheet

It appears that if you protect a sheet you have no option to allow all users to  insert/delete cells (shift left/right or shift up/down) with the unprotected cells.  Am I missing something? You can allow insert rows/columns but I don't want to allow that.  I just want to be able to shift certain unprotected cells up or down.
