How to block users from releasing messages in quarantine?

only admins should perform the release

AFAIK there’s no way of doing this atm! It’s kind of a on or off thing! If they are able to access their quarantine the have all options!

There is a user voice for this one here, but not many votes though! There might be another one so check that!
