How do I get compensated when Microsoft 'upgrades' our tenant and causes loss of funtionaility

Hello,

trying to find out the process to get compensated when Microsoft 'upgrades' our tenant account, with no notification to the tenant and then that upgrade breaks functionality such as weeks without public folders, security and compliance features not working or the latest issue, several days with no access to exchange resources.

Office 365 has a running joke on our tenant account giving us the run around - technical support transferring the ticket to a billing ambassador and then the billing ambassador immediately transferring back to technical support.
