Give Access to external user to create sharepoint sites

Hello ,

In hybrid Environnement office 365 , how can give access to a consultant to create site sharepoint .we dont want to create  a user object in our DC and gives him a Licence E3.

Create a cloud admin (global or SharePoint admin) account in the Office 365 portal.

but we dont need gives him a global admin access to our sharepoint online .just we wan from him to create sharepoint sites !

You're going to have to license him unless you want them to be a SharePoint admin all together. And depending on your setup and if you prevent users from creating groups, then you would need at least a SPO License and a Azure AD P1 license for that user to create sites and add them to the group site creation list, assuming they need to be able to create group connected sites, otherwise then just a SPO license would be required.
