I have a situation where the majority of users will just have the Flow licence that comes with Office 365 for basic workflows and some users requiring P1 or P2 for more complex workflows and premium connectors. We need to implement some governance over all the Flows, so I'm planning to have multiple Environments and assign users based on licences and in then use DLP as where it's available but I want to still create a report over all Flows regardless of environment. I know I can do this using the Flow Management connector but can a report across all Environments as a user with a P2 licence regardless of the end user's licence who created the Flow?
