Excel Workbook Pages

I have seen some posts about this but nothing has solved my what I am trying to do.

 

I have several tabs, each with a varying number of pages. What I would like to do is to have the pages be sequential from tab to tab. I.e tab one will have pages 1-3, tab two pages 4-5, tab three pages 6-9, etc. preferably with the "x of 23 pages" per page. I can get it to show when I print the entire workbook to show the sheets numbered how I want them.  The reasoning for this is that it is a form that others will be filling out electronically- point being that they do not have to hand write in the answers, scan and send back. Just fill out the electronic form, save and send back. There are references to pages with in the documents and it needs to make sense. Any help would be appreciated.
