Excel - Lock The Width of Multiple Columns

I have a spreadsheet that I'd like to lock the total width to 7.5" and total height to 10"; however, I'd like the user to be able to adjust the columns and row widths/heights/ within that.  Essentially so that regardless of how they adjust the column and rows, the total size of the print area fits on an 8.5x11.

 

Is there a method to do this?
