Email delay from personal Microsoft platform

I have noticed an issue affecting one or more of our Office 365 tenants where emails sent from the Microsoft personal email platform (@outlook.com, @hotmail.co.uk, @live.co.uk etc) are delayed in the delivery to the users mailbox. For example an email sent on 31/06/2018 at 10:29 wasn't received until 01/06/2018 at 23:05.

I have looked at the header of this email and I can see that there was a 2196 minute delay receiving the email. The delay seems to be related to EOP.

Has anyone else seen this issue? Our CSP seems unable to flag this up to Microsoft for further investigation.
