Do public Microsoft 365 groups need an owner?

I was just wondering why a public Microsoft 365 group should have an owner? It is of course clear, that private groups need owners to handle permissions and group memberships... but what is the difference between an owner and a member in public groups? Do they need an owner?

@David_Elsner Hello, yes there are differences (e.g. full access control). But instead of writing a long reply I'm just going to link to this excellent support page. Note the highlighted "create, use and manage" tabs as well. Hope it helps making things more clear.
