Disabled creating group, now members / owners can't add planner to existing groups

I've disabled the option to create new groups.

But now owners / members can't add a planner to existing groups. This worked before!

I've created a provisioning template that creates groups.

I believe this is a bug / lack of functionality....only users allowed to create Groups will be able to create Planner Plans something that does not make sense in the scenario you have just described
