Desktop Notifications using OWA do not work if minimized or another app is open in the foreground

We are using both Chrome ver 80 and Edge Beta (chromium) with Office 365 Email (Outlook web app) in both Citrix and WVD (windows virtual desktop).

 

We would like to receive the pop up notification when either Chrome ver 80 or Edge Beta are enabled for Desktop Notifications. For some reason this only works when these apps are open in the foreground.

 

Some of our users do not have Sound, so this is important to know when a new email is received.

I have been able to reproduce this problem in both systems.

I found the answer by opening a ticket with Microsoft.

I didn't realize there was a separate uservoice for Outlook on the Web.

The tech said they are working on this.
