delete from archive policy not working

I have a retention policy with three tags currently.  I have a default never archive, due to use relying on tasks and not wanting them archived.  I have a personal 90 day archive that is applied to all other folders, and I have a 3 year delete from archive policy.  All is working except for the 3 year delete from archive.  Is this because of the default never archive policy?  The 90 day archive is working like it should.

I have removed the default never archive policy to test, so I simply have a 90 day archive and 3 year delete from archive and the delete portion still doesn't work.  Anyone else with the same issue?
