Decline email

Hi experts
i have a Room Mailbox lets say MyRoomMailbox, and this room mailbox has booking delegate. i.e Mary is the booking delegate.

Get-CalendarProcessing "MyRoomMailbox" | fl allowConflicts
AllowConflicts : False

User1 has sent a booking request for March 25th 4PM and Mary has accepted the booking request.
User2 sends booking request for same day and time i.e March 25th 4PM.
User2 did not get decline email. i did message trace but i could not see any decline email. what could be the reasons user2 did not get decline email
