Contacts Office 365 vs on-premise

Good day,

We have an hybrid environnement and would like to create a distribution list on Office 365 and add contacts that were created on-prem?  When trying this operation is does not show me those contacts.

I tried creating a O365 contact but it does not show on our Outlook clients address list (Offline synchronisation).  We would need to see those contacts throught our Outlook without having to go to the address book, select the all contacts and then selecting the contact.

How can we go about to get this working?
