Best method for creating a centrally shared calendar and Address book for corporate sub-teams?

What is the best recommended method for creating a centrally managed shared Outlook Calendar and Outlook Contacts address book, that can be viewed/edited by a limited subset of corporate users, without it being done as a Shared Calendar that one user creates and shares out to the rest of that team from their own account?

 

We want this to be something where the IT administration team has control over the permissions/access of these shared resources.

If you need both Calendar and Contacts, use a Shared mailbox. With the latest Outlook app improvements, those can be accessed on mobiles as well, and generally speaking are the easiest solution to manage.
